Iran Demands Nuclear Rights, War Reparations, and Strait Control as Islamabad Talks Collapse After 21 Hours

The failure of 21 hours of talks between the United States and Iran in Islamabad revealed a deep divide. Iranian demands exceeded what any U.S. administration could accept. Washington’s red lines remained firm. The breakdown shook markets and triggered Trump’s blockade announcement. Pakistan is now scrambling to revive talks after hosting the high-risk meeting.

Iran’s demands included limited uranium enrichment, war reparations, and the release of frozen assets. It also sought control over Strait of Hormuz traffic and the right to charge transit tolls.

Washington’s demands were equally firm. It called for a full end to enrichment and the dismantling of nuclear sites. It also demanded the unconditional reopening of the strait..

The two positions are not merely far apart, they represent incompatible visions of the post-war settlement. Iran does not accept the American and Israeli framing that it has lost the war and must capitulate. Despite devastating damage to its military infrastructure, air defense systems, and industrial capacity, Iran’s government remains intact and its negotiating team arrived in Islamabad projecting defiance rather than defeat. Vice President JD Vance’s team left accusing Iran of inflexibility on nuclear ambitions and walked out without a deal.

Pakistan’s government expressed deep disappointment at the outcome. It said it will continue to facilitate dialogue.

Islamabad took a major diplomatic risk by hosting the talks. Its ties with both the United States and Iran are sensitive. The Pakistani-Iranian border is also near an active war zone.

European diplomats watching the situation describe the impasse as potentially the most dangerous moment of the six-week-old conflict. A war that has no diplomatic off-ramp and is now generating a US naval blockade opposed by America’s own allies represents a scenario that international relations theorists identify as particularly prone to miscalculation and unintended escalation.
